In the design of the State’s cultural policies, there are two main approaches to the distribution of public funds:
Institutional Model: Prioritizes channeling the budget toward large museums, art fairs, commercial galleries, and festival production companies. In practice, this funding takes the form of grants to cover the logistical costs of exhibitions, the acquisition of pieces by state collections, sponsorship of pavilions, and marketing campaigns.
Direct Model: Prioritizes delivering funds to the individual people who create the art. This is realized through the implementation of monthly basic incomes for cultural workers, direct transfers for the purchase of materials or the rental of individual studios, and open-creation grants awarded directly to the artist without requiring that their work be linked to a commercial gallery.
