A 'parenting license' means permission from the government for adults to have and raise their own children. Parenting licenses could be tied to specific conditions, like knowledge of healthy eating, proper care of emotional, mental or physical well-being, or having enough money to pay for the child's basic needs. 

Political nihilism rejects participation in formal politics (such as voting or trusting politicians). According to this viewpoint, political structures are harmful to society and are not an effective means to pursue a better future.
